Lawyer Milos Vukcevic, representing a large number of Montenegrin psychologists, has publicly called on Damir Gutic, the Minister of Social Welfare, Family Care and Demography to urgently intervene and stop -what he describes – an unlawful and overly restrictive interpretation of the Law on Psychological Practice.
According to Mr Vukcevic, the Ministry’s administrative stance effectively prevents psychologists who graduated from accredited study programs in Montenegro and EU member states from working, despite their valid diplomas and years of lawful employment. He warned that the mentioned interpretation violated the fundamental right to work and could lead to mass job losses unrelated to professional competence or legality.
“It represents legal repression rather than reform,” he told the CdM portal, underlining that it undermined legal certainty and the prohibition of retroactive application of laws.
Mr Vukcevic informed the Head of the EU Delegation to Montenegro, Johann Sattler, about the issue, noting that the practice also discriminated against qualifications obtained in EU countries.
“This goes beyond a study program. It directly concerns the rule of law, the right to labor and Montenegro’s European path,” he concluded.
