The justice system is specific and it’s not subject to speedy changes, but changes must happen. The time for these changes depends on the country, conditions, specificity and the objective consideration of a problem. As for Montenegro, I notice a huge step forward since I first came here, especially when it comes to the Supreme Court of Montenegro. Now you must proceed always bearing in mind your priorities. Some things you need more than others and for some you need to wait for certain requirements to be met, Mr Clifford Wallace, a Senior United States Circuit Judge of the United States Court of Appeals for the Ninth Circuit told in an interview with the weekend edition of Dnevne Novine daily.
He emphasized that the quality of the justice system brings security to citizens, investors, and it also contributes to a safe business environment thus attracting foreign capital, that is, new jobs, higher GDP and better quality of life.
Judge Wallace was one of the participants of the conference gathering the presidents of supreme courts and general prosecutors, dedicated to the international terrorism and migration. The participants said the conference was quite useful and that Montenegro proved to be an open country, in that way ready to attract benefits.
Mr Wallace says the effects of the judicial reform in Montenegro are apparent. Supreme Court wasn’t functioning properly the first time he visited Montenegro and the problems were quite serious. Montenegrin judicial system needed modification. The second time Mr Wallace visited Montenegro, he was able to notice some major, positive changes.
Judge Wallace thinks that keeping the same pace is crucial to developing and improving judicial system. President of the Supreme Court should be taking care of the priorities – what is that we need today?
Mr Wallace thinks that openness is the way of overcoming difficulties. As far as Montenegro is concerned, that won’t be a problem. Montenegro is an open country and that’s a great advantage.
