Zdravko Krivokapic’s Govt. no longer exists

Davor Đenero

The disintegration of the parliamentary majority has led to the fact that the executive power in Montenegro does not exist, just as the expert government of Zdravko Krivokapic – as they call it, does not exist, says Davor Gjenero, a political analyst from Zagreb, in an interview for CdM.

Speaking about the EC Report on Montenegro, he says that, although the EC’s Progress Report on Montenegro was expected to be unfavorable, it was to be expected that it would be more thorough and that it would more clearly define the reasons for the stalemate in pre-accession reforms.

“The Report insists on a concept that speaks of deepening political divisions, as the cause of the political crisis and stalemate. Of course, this is not the main problem, but the main problem lies in the fact that the new administration, which was established only in December last year based on the election results at the end of August, is simply not interested in European values or Montenegro’s EU membership. However, the Report states that some of the ministries are not committed to reforms”, says Gjenero.

He notes that the new administration has done nothing to strengthen the rule of law, and it has been shown that the “change of government” did not go as hoped by those in the EU who were looking forward to it.

“Instead of reducing the dependence of the public administration on politics, there was a big cut in the public administration, qualified civil servants in high positions were pushed out of the system, and even the negotiating team disintegrated.

The worst of all is that these relatively strict European criticisms are actually pointless, because neither the parliamentary majority wants European integration, nor does that majority exist anymore, so it is not capable of pursuing any meaningful public policies”, Gjenero points out in his statement for CdM.
