The government’s commission chose Boris Savic, Ivan Jelic and Mirjana Popovic as candidates for the post of a judge of the European Court of Human Rights, which has been held by Nebojsa Vucinic so far.
Boris Savic is the President of the High Court in Podgorica, Mirjana Popovic is a judge of the High Court in Podgorica, and Ivana Jelic is a professor at the Law Faculty of the University of Montenegro.
“All the candidates meet the requirements under Article 21 paragraph 1 of the European Convention for the Protection of Human Rights and Fundamental Freedoms – they enjoy a high moral reputation and possess the qualifications required for the high judicial positions. They are renowned legal experts,” the Ministry of Justice said.
The commission shall submit the list of three candidates to the Government of Montenegro, which will, in accordance with Article 22 paragraph 1 of the European Convention for the Protection of Human Rights and Fundamental Freedoms and its protocols, establish the draft list and submit it to the Parliamentary Assembly of the Council of Europe for further decisions.
The judge is elected by the Parliamentary Assembly by a majority vote.
The government’s commission included its chairman, the deputy prime minister and minister of justice Zoran Pazin, the president of the Supreme Court Vesna Medenica, the president of the Constitutional Court Dragoljub Draskovic, the chairman of the Parliamentary Committee for European Integration Adrijan Vuksanovic and the chairman of the Montenegrin Academy of Sciences and Arts Dragan K. Vukcevic.
