Montenegro is moving closer to joining the EU’s “Roam Like at Home” regime, which would allow its citizens to use mobile calls, texts, and data across the EU at domestic prices without additional roaming charges. However, the Agency for Electronic Communications and Postal Services says it is too early to estimate when the system will take effect.
The Council of the European Union approved the start of negotiations in June, and Montenegro has already become the first Western Balkan country to submit a complete regulatory framework to the European Commission. The next steps include negotiating an agreement with the EU, assessing Montenegro’s compliance with EU roaming rules, and completing technical preparations by mobile operators.
Once the process is finalised, Montenegrin users will be able to use mobile services throughout the EU at home rates, while EU visitors will receive the same treatment in Montenegro. Although no official timeline has been set, the European Commission plans to streamline parts of the process to accelerate implementation.
