Capital budget: €22.6m remains unused, funds redirected to faster-progressing projects

Montenegro’s Ministry of Public Works informed the Ministry of Finance that due to unforeseen issues, several capital projects will not be completed in 2026, leaving about €22.7m unspent. In line with budget rules, the government can reallocate these funds.

Delays are caused by problems such as missing documentation, slow construction, unresolved property issues, bad weather, cancelled contracts, and permit delays. Affected projects include ski resorts, roads, tourism developments, public infrastructure, and major health and education facilities.

The proposal is to redirect the unused funds to projects progressing faster and with outstanding payment obligations—such as administrative buildings in Podgorica, infrastructure in municipalities, transport projects, and healthcare and education investments—aiming to use the capital budget more efficiently.
