A Centre for Civic Education (CGO) analysis found that €798,134.83 was spent on official travel by MPs of the 28th convocation of the Parliament of Montenegro between July 2023 and the end of 2025.
According to CGO, 707 official trips were recorded, with significant differences between MPs in both the number and cost of travel. Most frequent and most expensive trips were mainly associated with members of the parliamentary majority.
The highest number of trips was made by MP Jevrosima Pejovic (36), followed by Parliament Speaker Andrija Mandic (29), while the most expensive individual travel costs were recorded for Gordan Stojovic (€55,729), Pejovic (€50,448), Dusko Stjepovic (€33,334), Admir Adrovic (€32,793), and Zdenka Popovic (€27,837).
CGO also noted that 13 MPs had no recorded official travel expenses during the period. At the party level, the highest spending was recorded by PES, followed by the Bosniak Party, Democrats, and DPS, with other parliamentary clubs also listed with varying levels of travel activity and costs.
The organisation said the findings raise questions about the justification, purpose, and public benefit of MPs’ travel, calling for greater transparency, clearer rules, and stronger oversight of such spending.
