The Democratic Party of Socialists (DPS) leader Milo Djukanovic said at the party executive board’s sitting that a dialogue with the opposition was only possible regarding the OSCE observer mission’s recommendations, Pobjeda learns.
Djukanovic thus denied media speculation on alleged DPS’s readiness to offer a date for snap elections by the end of 2018.
“The dialogue with the opposition is possible only regarding implementation of the OSCE’s recommendations – there can be no talk of repeating elections that were recognised as regular by all relevant international stakeholders,” Pobjeda’s source cited Djukanovic, adding that he did not say when the offer to the opposition would be sent.
Prime Minister Dusko Markovic also offered a dialogue on OSCE’s recommendations but that initiative was rejected by the majority of the so called civic opposition. However, the deputy leader of Social Democratic Party (SDP) Rasko Konjevic said that they should wait for the document that DPS would send to the opposition.
The vast majority of OSCE recommendations are technical in nature and do not require amendments to electoral laws or the Constitution. An exception is the change of residence conditions the adoption of which requires the amendment of the law on registers and domiciles, as well as the Constitution. The same is applied to the recommendation on independent candidates on the lists.
The dismissal of the chancellor Radmila Vojvodic and resignation of the culture minister Janko Ljumovic were not discussed at the sitting. According to Pobjeda’s source, the party is not willing to arbitrate in relations between the institutions.
