DN: Security assessment of September protests: Riots expected

According to information given to Dnevne Novine, people from criminal groups operating in Montenegro, Serbian Republic and Serbia have already been hired to organize this scenario. Their task, as suspected, will primarily be to provoke an incident with the police, and then strike at state institutions, in order to cause chaos for organizers of the protests, who will then have a chance to violently overthrow the government.

According to data collected by the daily newspaper, some groups of sports fans already known for their “performances” in Niksic, Bar and Podgorica will also try to provoke incidents.

“The goal is to create a flammable atmosphere that encourages aggressive behavior, to cause fear and insecurity among citizens… Their first target will be the police. It is expected to see all sorts of attempts to provoke incidents and trigger the response of the police, so that inserted groups might manipulate the audience in the protests, “turning” them against institutions and urging them to cause general unrest. Representatives of the government are familiar with all possible scenarios, as well as foreign diplomats”, a source told DN.

According to this daily’s information, as the protests are approaching, the tariffs for showing up are increasing. Citizens in the suburbs and residents of rural areas are now being offered from 200 euros to 300 euros to show up on September 27th.

Because of the potential and expected outcomes of the protest, the Interior Ministry’s Police Administration formed a central staff headed by its director, Slavko Stojanovic.

The police, as reported, is totally ready and will not allow any incidents or attacks on institutions, state and private property.
