The Government of Montenegro has determined the proposal for the law amending the Health Care Law, aiming to modernize the system through stronger digitalization and improved access to services, particularly in rural areas. The proposal has already been sent to parliament.
It introduces clearer rules on digital health and launches the concept of mobile pharmacies, allowing medicine distribution via specially equipped vehicles, including through Montefarm health institution, under conditions set by the Ministry of Health.
The draft also tightens standards for medical data exchange within the Integrated Health Information System (IZIS), limits AI-only decision-making in patient treatment, and includes new staffing provisions, including extended work options for senior specialists and internship exemptions for EU-qualified doctors and dentists.
It also foresees the creation of an independent Digital Health Agency, set up by the Government of Montenegro, that’s going to manage the Integral Health Information System and other related activities.
The adoption of the law aims to establish a clear and functional legal framework enabling the standardization of health data, the centralization of registries and the integration of information systems, in line with the 2024–2028 Digital Health Development Strategy.
