Energy performance certificate mandatory for all buildings

The certificate of energy efficiency will be mandatory for all new and existing buildings that are under reconstruction, selling or renting, said Marko Radulović, director general of the Directorate for Energy Efficiency within the Ministry of Economy, in an interview with Dnevne Novine, a daily.

According to him, the issuance of energy performance certificates will start in mid next year.

“The legislative framework is already in place but since there’s no the national inventory of buildings, we cannot implement it. We haven’t developed the software for calculating energy as well. Set deadline for these projects is by the end of this year, while the procedure of granting the energy performance certificates could start in mid-2020,” Mr Radulović said.

The Consortium Fichtner-Kopring, he added, will develop the national inventory of buildings, while the Fraunhofer Institute for Building Physics IBP will develop the software. Both systems (inventory and software) will cost EUR 650,000.

“In case more funds would be needed, we’ll ensure them from the loan used for financing the project,” explained Mr Radulović.

The energy certificates will be mandatory for state authorities, local self-government authorities and public services as well.

On fines for not possessing the energy certificate, Mr Radulović told it would be up to EUR 20,000 (for companies) and EUR 1,300 for citizens.
