Central Bank suggested that inter bank fee for the transaction carried out by debit card and credit card be limited to 0,2% and 0,3% of the transaction value.
They decided this after the analyses showed that the differences in inter bank fees and their amount have negative impact on consumers, tradesmen and that they prevent innovations.
Council of the Central Bank of Montenegro adopted the working version of the draft law on inter bank fees and special rules of operation with pay cards and forwarded it to the Ministry of Finance.
“Consumers weren’t actually familiar with the fees the payment recipients pay for the pay card they use. Also, recipients and consumers didn’t have information about the differences in fees”, said the representatives of the Central Bank.
The objective of this Law is to provide to the users of payment services safe, secure, unhindered and innovative electronic payment by eliminating barriers for efficient functioning of pay cards.
“The objective is also to tackle the problem of high and different inter bank fees on the basis of pay cards”, said the representatives of the Central Bank.
This refers to the amount of trade fee whose reduction will indirectly lead to the reduction of prices of goods and services.
The Law will introduce some rules referring to the use of pay cards. It will also acquaint the users with the bonuses and discounts that bankers offer for specific pay cards.
