Formed government is easy to reshuffle
Most political entities did not like the way of dealing cards after 11 June. However, none of them is ready to take Frank Underwood’s advice and turn the tables. Why? Because there is a fear that each of them will get worse results in the next election.
Spajic’s biggest concern is growing in his own party in the form of the very unstable Milatovic, who would very easily write him off, if only he would go unpunished after that. Although many hoped that Milatovic would be satisfied with the presidential position, and that, together with the team he gathered, he would devote himself to protocol and taking photos, he still does not see his leadership limits, and is harming the party that he says he “created”. Milatovic and his loyalists would prefer to run in elections again and see themselves in some centrist coalition that would marginalize Spajic and his wing. Marginalize or arrest.
It is an open secret that Milatovic has been complaining to everyone for a long time about how “Spajic cares for Montenegro” and how he can always pack his bags and leave, and how Montenegro is just a stopover for him. It is interesting that it is Milatovic who behaves this way towards his party and that it is he who caused the most damage to it by fueling doubts and internal conflicts, blindly listening to Zeljko Ivanovic and similar gurus.
That’s why Spajic must form a government as soon as possible. He does not have the luxury of running in new elections weakened by disloyal party comrades. Otherwise, he is in a lower position.
Europe Now is a big unknown as a party. The program is more or less clear, but we do not know who the people who should fill the positions in the administration are. The merger and separation of ministries already shows us that principles can hang the cat by the tail, and that ministries are tailored according to the ambitions of party officials. An even bigger enigma is the parliamentary list of Europe Now, which also includes everyone, starting from Alternative Montenegro to United Montenegro and the runaway part of SPP. It is difficult to preserve the cohesion of such a group with anything but sinecures. There is no ideological dressing. At least not the one they all believe in.
Spajic has no choice. He must gradually form a government. Then, when he forms the government – he is in a great position, because after that he has excellent room for maneuver to use DPS and URA as a reserve with which to discipline the insatiable coalition partners. In the event that the opposition proves to be constructive, then, over a period of time, some reshuffle can take place, in which it would gradually be possible to replace saboteurs with constructive ones in a refreshed government. But the prerequisite for that is to form a government. Many are aware that by the very act of forming a government, they lose the levers of power, so it is to be expected that there will be more sabotage attempts in the coming period – within PES, i.e., within the PES list, among the minorities, within the 30-August bloc. Previously, they managed to overcome all that and gather around the common interest and authority of the Serbian Church. It remains to be seen whether that common interest, directed from Belgrade, is still alive. For Serbian Orthodox Church, we know that it will take a long time for someone to reach at least part of the authority of the late Metropolitan Amfilohije.
