Government finally decides to keep record of its property

Judging by the conclusions delivered to State Audit Institution, country decided to establish a unique records of state property and a real estate registry. The document states all responsibilities of ministries of finance and tourism as well as real estate and property administrations.

This document is Government’s response to numerous recommendations produced by State Audit Institution in the success audit carried out a couple of months ago.

The audit showed that 10 years after the Law on State Property was adopted, a unique system of state property records hasn’t been established yet.

Two days ago Government ordered Ministry of Finance to propose amendments to bylaws related to this area and activate software for keeping records and real estate registry.

Ministry of Finance is in charge of forming coordination team with the aim of implementing Action plan for the establishment of unique state property records as efficiently as possible. The team consists of the representatives of Real Estate Administration and Property Administration.

Ministry of Tourism is supposed to deliver in digital form “borders, by political municipalities” to the Ministry of Finance. These municipalities were covered by general town planning or town planning project

“Then, Property Administration shall initiate the procedure of demarcation before competent Real Estate Administration units. It shall undertake measures for implementing recommendations made by State Audit Institution”, said the representatives of the Government.

Real Estate Administration will be in charge of working on requests submitted by Property Administration as quickly as possible.

State Audit stated that no accurate data have been provided due to a set of reasons. It was concluded that Property Administration failed to provide all data relevant to the establishment of records.

State authorities failed to set up internal procedures regulating the process of registering state property. Internal audit failed to carry out audits whose subject was state property records.

Audit showed that some property had no estimated value.

State Audit Institution stated that the procedure of demarcating state and municipal property hadn’t been over, although Ministry of Finance was obliged to complete it.

Demarcation procedure has been completed in 13 municipalities, whereas in the other eight it is partially completed or hasn’t started at all.
