The Government of Montenegro sent a letter to the Parliament on the withdrawal from the parliamentary procedure of the draft law which provided for the gradual abolition of budget allocations for certain institutions, only a day after it was sent to the Parliament for consideration. The letter on the withdrawal of four draft laws on – culture, financing of political parties, the Center for Training in the Judiciary and Prosecutor’s Office and the Prevention of Corruption, was signed by PM Zdravko Krivkopic without stating the reasons why it was done.
This move by the Government of Montenegro showed that the executive power is not functioning in full capacity and that there is no support in the Parliament for the acts it adopts. The experimental government that includes people who did not participate in the elections and do not formally belong to any of the parties whose citizens were given legitimacy to exercise power on their behalf, the government that has no support in the Parliament for its decisions, has now proved unsuccessful.
