“The SNP, aware of the responsibility of the moment and the need to democratically resolve the situation in which Montenegro is upon invitation for full membership in the NATO military alliance, it is proposing that the issue be resolved in a free and democratic referendum”, Milic said for MINA.
He said that the SNP will, as a means to achieve this objective, propose to the Assembly to adopt a special law on referendum.
Milic believes Montenegro is facing a question of transfering part of its sovereignty to the North Atlantic Treaty:
“I take this opportunity to remind all of Montenegro that our Constitution in Article 157 clearly stipulates that any question of changing the scope of sovereignty is subject to a national referendum, where the validity of the change must be supported by at least three-fifths of the total number of voters in the voters’ list”, he explained.
On the other hand, said Milic, the practice in developed democracies is to have the national referendum verified with the majority of 50 percent plus one of the total registered voters.
“Also, I emphasize that the foreign ministers of the member states of the North Atlantic Treaty said in their statement after the invitation for full membership that Montenegro must strengthen public support”, he said.
According to Milic, with clearly defined legal and undisputed majority, the result of a fair and democratic referendum that would be held simultaneously with parliamentary and local elections, would be binding for all in Montenegro.
