No one interested in the Ethics Code!?

Board for human and minority rights still has not received a report against DF MPs due to the incident they provoked in Parliament’s hall on February 17th, when they verbally and physically assaulted their DPS colleagues. This was confirmed to Pobjeda daily by president of the Board Halil Dukovic, who added that, once the report is submitted, he is more than ready to call the session.

Ethics Code, that has punishments in place for inadequate behaviour of MPs, clearly does not hold too much significance for them. However, DPS MPs Miodrag Vukovic, Luidj Skrelja and Marta Scepanovic submitted reports to the Prosecution against DF MPs Milan Knezevic, Branko Radulovic, Milutin Djukanovic and Marina Jocic.

MPs are probably not motivated enough to write reports to the Board because the only punishment DF can get that way is public warning or removal from sessions, which does not hurt them, since they are already boycotting the Parliament.

Ethics Code and public warning are not mentioned in the statement of DPS either, in their yesterday’s critique of DF MPs behaviour.

Dukovic believes that since MPs did not come to the Board, but submitted their reports to the Prosecution, they must have been aware of the previous experience when the Board could not even meet due to lack of quorum.

Still, he expects the Board to receive reports against DF MPs, and there is a 6 months deadline to do so.

“It is inappropriate that such an incident gets forgotten. Someone must report DF MPs so that the Parliament has it in its documents”, Dukovic said.

Report on violation of the Code can be submitted by Parliament’s president, any MP, collegium of presidents or president of MPs club. The report is submitted in written form with an explanation of possible violation. There must be written or other evidence so that the Board can make a responsible decision based on the report.

Although the Code was passed unanimously, MPs said that it should be changed. However, that will wait, since the opposition is in boycott, and normal practice is to have consensus for passing of this document.
