A DPS’s MP, Ms Suzana Pribilović, has said that in only 12 days the Government of Mr Zdravko Krivokapić decided on the termination of office for 12 secretaries and directors-general in the ministries and that they even released a civil servant who is on maternity leave.
She hqs also emphasized that the new government ignored the warnings of the European Commission (EC).
“The Twelve Apostle Government thus symbolically in only 12 days illegally and with no good reason made decisions on the termination of office of 12 high-management staff members – secretaries and directors-general in ministries, professionals who had been chosen for those positions based on the public call, necessary knowledge, expertise, skills, and competencies, following procedures that are fully aligned with the best European practice. Believe it or not, a civil servant on maternity leave was dismised, whose rights are protected by the state’s laws, but obviously not by the moral principles of the new Government apostles”, said Ms Pribilović.
As she explained, the Law on Civil Servants and State Employees, according to which state employees are hired, is developed with the close participation of the European Commission and is based on the public administration principles.
“We are witnesses that they ignored the EC message, but it would be alarming if they did so with yesterday’s message that all amendments to this law should remain within the principles of public administration and be in accordance with good European practice,” said Ms Pribilović.
She has emphasized that the new Government didn’t mind “presenting” citizens with dismissal for the New Year and Christmas, when it is time for compassion, making presents, and reconciliation.
“The only conclusion that one can make is that nothing is sacred to these apostles… We hope that they will… accept the recommendations of the European Commission, which, fifteen days ago, said the public administration reform to be one of the foundations of the enlargement process, to remain the priority, as a continuation of the hard work so far and achievements in this area, including the strong financial support by the EU,” Ms Pribilović said.
She added that no one has made more damage in such a short period of exercising power and that the new “government of apostles” managed to turn democracy into anarchy; law observing into violation, transparency into secret agreements and decision; professionalization and depoliticization of the state administration into revenge, partisan hiring in the worst sense and nepotism.
According to her, no one could have thought that things could be worse than the proposed amendments to the Law on Civil Servants and State Employees.
“They tried to mitigate the damage by giving up some of the proposed solutions, but once again took the opportunity to introduce another basis for dismissal of heads of administrative bodies, quite contrary to the applicable practice of the European Union, in order to be able to dismiss all heads of the public administration,” said Ms Pribilović.
