The Ministry of Internal Affairs of Montenegro has submitted draft amendments to the Law on Residence and Temporary Residence Registers to parliament, proposing stricter residence controls and the removal from the residence registry of people suspected of no longer living in Montenegro. Political parties have not yet formed unified positions on the proposal, with some saying they have not reviewed the text yet.
The draft would also require Montenegrin citizens planning to settle abroad, returning from abroad, or staying outside the country for more than three months to notify the Interior Ministry.
The Albanian Forum warned that citizens temporarily abroad, including students and members of the diaspora, should not lose voting rights. The URA said the law must apply equally to everyone and avoid discrimination, while supporting measures that improve the electoral system and voter registry checks. Opposition parties generally backed efforts to strengthen election integrity, though several parties said they would decide their position after internal consultations.
