There are more mobile phones than citizens in Montenegro

At the end of September this year, number of mobile phone users in Montenegro amounted to 1.294.942, which is a penetration of 208,85% and is a record in Europe. Around 53,6% are prepaid users , whereas  46,4% accounts for post-paid users, reads the Report on the development of market electronic communications.

There are three operators that provide mobile phone services in Montenegro: Telecom, Telenor and M:Tel.

Market leader in total number of users is M:Tel.

Messages cheaper, calls more expensive

One post-paid package offered by Montenegrin Telecom and Telenor is more expensive than the European countries average (€18,38), whereas other packages are cheaper than this one.

“Average monthly subscription in the region countries (€13,86) is lower than the EU countries average(€18,38), although there’s a significant number of operators present in the region and in the EU member states at the same time, which means that there’s different pricing policy adjusted to standards of the citizens in the region and citizens of developed European countries”, reads the Report.

As far as post-paid users are concerned, SMS prices stand at €0,03 and are much more affordable than EU prices average (€0,07) or region prices average (€0,04).

“According to the call price criteria, packages of all three operators in Montenegro are above the region countries average or the EU member states average. It is important to emphasize that all operators have packages that have a call included in the subscription. However, prices of those calls are excluded from the calculation of average value as they can be compared to price calls charged separately from the subscription”.

Less complaints

In the first nine months of 2019, there have been 13.850 written complaints, 6% less than in the same period last year.

“Complaints referred to all aspects of service provision”, the Report states.

Number of user dissatisfied with the response of the operator is 463.

“Around 58% of complaints were resolved and 21 of them were rejected”.
