At the session held yesterday, Government of Montenegro adopted Information on the realization of urgent non-standard procurement and costs in the healthcare system that incurred due to coronaviurs pandemic in total amount of €2.183.614.
The Government also adopted Information on the implementation of program of provision of support for economy and employees, with the aim of mitigating negative consequences of the coronavirus.
Subsidy for those who were late to submit request for April
Legal entities and entrepreneurs which meet the requirements envisaged by the Program for grant of subsidies and who were for any reason late to submit their requests for April subsidies, can submit them from 20 to 30 June.
“Persons who were not in the records of the Employment Agency of Montenegro in the previous month will be entitled to right to subsidy for new employment and Tax Administration establishes that they didn’t apply for insurance on the basis of employment in the period of three months before they applied for the subsidy. Legal entities founded after 15 March have also been granted right to subsidy, under conditions for the use of this form of subsidy defined by the Program”, Government said.
100% subsidy for tourism entrepreneurs, 50% for hoteliers
Legal entities and entrepreneurs operating in the area of tourism are allowed to get 100% of subsidy, while legal entities operating in the area of hospitality and transport will get 50% of the subsidy.
SEEIIST project
Government adopted the Information on the activities on the implementation of the regional project for the establishment of the South-East European International Institute for Sustainable Technologies (SEEIST) – “Hadron cancer therapy and research in the field of bio-medicine with the use of protons and heavy ions”.
Government adopted regulation on the establishment of payment of indemnification to owners of seized property rights in money for 2020. The decree regulates the method of payment of the annual installment to former owners who had acquired that right on the ground of decisions of commissions for the restitution of confiscated property rights delivered to the Indemnification Fund until 31 December 2019.
Within the framework of the EU accession procedure, Government adopted Regulation on the Amendments to the Decree on legislative measurements harmonizing this area with the EU directives.
Government adopted Regulation on the Amendments to visa regime.
Thermal and energy complex in Pljevlja
Government adopted Information on the activities in the implementation of project of thermal and energy complex in Pljevlja. The information states that Electric Power Company of Montenegro has focused its efforts on timely implementation of the project of ecological reconstruction of the existing block.
Government adopted Information on the implementation of the Project of intense revitalization of electricity distribution grid. The primary objective of the revitalization is improvement of general conditions for electricity supply and encompasses total reconstruction of around 1.000 km of medium-voltage grid, 2.000 km of low-voltage grid, and total reconstruction of substations.
Projects in the area of energy efficiency
Government adopted Information on activities in the implementation of project in the area of energy efficiency. A total of 25 public facilities were improved in the first phase of the project, MEEP 1. The second phase will last until 31 December 2023. The second phase will improve energy characteristics of 20 healthcare facilities through monitoring consumption of energy and water.
Government adopted Decision on the establishment of public interest for incomplete expropriation of the real estate in the Old Royal Capital Cetinje for the implementation of the project “Reconstruction of small hydro power plants Rijeka Crnojevića-Cetinje” .
Construction of “Breza” hotel
Government adopted Information on the First report on the factual state prepared by “Crowe MNE” ,audit company, in relation to the implementation of the project of construction of “Breza” hotel in Kolašin.
On 7 November 2019, Government put this project on the List of development projects in the area of tourism. It will be a five-star complex in Kolašin with 148 accommodation units, 308 beds and is estimated to cost €19,5 million.
“Neka bude čisto” project
Pursuing many-year long ecological campaign, Government adopted Information on the preparation of project entitled “Neka bude čisto” and accepted the Agreement on the implementation of the Project. The project will start on 1 July.
Concession to Port Kotor and Sea Pioneer Montenegro
Government adopted Decision on granting concession to Port Kotor and Sea Pionner Montenegro company – the first and the second ranked in the tender for the provision of port service.
“Luka Kotor“ submitted a bid of €250.000 for fixed annual fee and Sea pioneer Montenegro” offered €201.000 for fixed annual concession fee.
Purchase of the premises for Real Estate Administration
Government approved funds in the amount of €9.000.000 to the Real Estate Administration for the purchase of premises.
Consolidated report on management and internal control in public sector
Government adopted Consolidated report on management and internal control in public sector for 2019, prepared on the basis of individual users of funds from the budget of Montenegro and budget of the local self-government units on the activities in the implementation and improvement of management and internal control. Special emphasis in the activities should be put on risk management.
“Voice of citizens- e-petitions” portal
Government adopted Information on functioning of the portal “Voice of citizens – e-petitions”. With the aim of improving this service, the Information provides overview of the activities implemented in the period until the re-launch of the project.
Report on the work of the Representatives of Montenegro before ECHR
Government adopted Report on the work of the Representatives of Montenegro before ECHR for 2019. The report has been divided in segments, each segment particularly elaborating on the procedures of the court and analysis of judgments and rulings rendered in the reporting period.
Workers of “Radoje Dakić” to be paid
Government adopted Information on the provision of funds for the implementation of the Decision of the Constitutional Court on the ground of claims of former workers of “Radoje Dakić”. Ministry of Finance shall be in charge of earmarking €294.000 on the basis of the Decision.
Government adopted Information on the appeal mechanism in the Project entitled “Program of the Improvement of Montenegrin education” implemented in the cooperation with the EIB.
Government adopted Information on the provision of funds from the Current budget reserves and granted redirecting €104.970 from the budget reserves.
