UIKS management prevented CeMI representative from visiting Katnic despite High Court’s permission

The Administration for the Execution of Criminal Sanctions (UIKS) did not allow the representative of the Center for Monitoring and Research (CeMI) to visit the detainee Milivoje Katnic, the former chief special prosecutor, despite the approval issued by the president of the High Court in Podgorica, this NGO points out.

As announced by CeMI, according to the Criminal Procedure Code, with the approval of the President of the High Court in Podgorica, today at 1 p.m., the CeMI representative tried to visit Katnic.

“The visit permit was issued by the High Court today, with the possibility that it can be used only today, 13 May of the current year. However, after the CeMI representative approached the Investigation Prison, the officer on duty, after consulting with the Administration, informed that the Administration did not allow the visit,” the statement said, among other things.

CeMI says that such an action intensifies concern and arouses suspicion about the condition in which detainee Katnic is.

“CeMI calls on the authorities to allow the visit of CeMI observers in accordance with the decision of the High Court, and enable us to determine the condition and situation in which detainee Katnic has found himself. We are also looking for the Justice Minister’s reaction,” the organization has said.

CeMI has explained that the visit is not carried out at the request of the detainee, but on the basis of Article 183. paragraph 3 by which domestic organizations dealing with human rights are allowed to inspect the conditions in which a detainee resides.
