He visited Pluzine today, where he attended the ceremonial session of the Local Assembly, on the occasion of Municipality Day.
Answering reporters’ questions, Mr Vujanovic said that it was demonstrated that the governing system did not work by the failure to adopt the Government’s proposal in Parliament.
“As a country we need to have a serious and responsible attitude towards investors and investments, and equally serious and responsible attitude towards agreements we had signed”, Mr Vujanovic said.
According to him, the State did not respect the contracts signed with investors.
“In all three cases we have shown an extremely frivolous attitude towards investments, investors and contracts, which I believe sent a bad message on the State and to the investors,” the President said.
According to him, employment, income and budget were seriously called into question in this way.
“We act in an extremely irresponsible way. Within its competence the Government signs contracts, takes responsibility for the Queen’s Beach and Mamula, and then someone finds a way to annul everything in the Parliament, to deceive the partners the Government made agreement with and to show that those commitments will not be fulfilled,” Mr Vujanovic said.
In this way, as he said, the State was losing its credibility.
“Powerful partners are leaving. The Royal Group is a globally powerful group and the loss of the Queen’s Beach in Dubovica represents a huge loss not only because of the new jobs and the revenue that would be achieved, but because of the image of Montenegro”, Mr Vujanovic said.
He believes the issue of the governing system work must be solved in order to ensure an efficient functioning of the state.
As he said, legal or quasi-legal reasons were sought to compromise agreements.
“I have been pointing this out for years, I think I was the first to start this story. Unfortunately, it turned out that I was right. As a country with an outstanding position and vast resources, we will become a country avoided by serious partners showing us that we could not be trusted,” Mr Vujanovic said.
He added that it would turn out that Montenegro could not be trusted because the signed contracts were not supported in the Parliament.
“And they should have passed without any problems since the coalition works on both levels – in the Parliament and in the Government,” the President explained.
According to him, it was obvious that it should be considered in a serious manner why the development of Montenegro was so stubbornly suppressed, why citizens were deprived of opportunities to get jobs and why gaining new budget income was prevented.
Asked by reporters about a backup plan and further developments regarding investors and locations that were the subject of the contracts, Mr Vujanovic said that a backup plan had to be considered for Mamula and the Queen’s Beach, but that Dubovica was obviously an ended story.
“We need to apologise to the Arabs for what has been done and I will probably make the apology, since I expect to pay a visit to the Emirates,” the President said.
As he added, Montenegro showed that it was acting extremely frivolously towards an extremely worth group.
“I do not believe that any state would have such an attitude towards such an investment. And we have shown what I have already said – that the governing system is not working, that the State is not acting responsibly and that we have lost that huge investment,” Mr Vujanovic said, adding that hopefully a way to reconsider those issues could be found.
“I cannot understand that something is sign and then annulled in a strange and incomprehensible way. Those contracts were created by lawyers, not agronomists and veterinarians, and it is simply amazing that they have legally collapsed in the Parliament, thus horribly compromising the State which becomes known in the region for deceiving partners it made agreements with”, Vujanovic said.
