Zdravko Blecic does not meet the requirements for acting commander of the Protection and Rescue Service of the Capital City, and has been in that position illegally since he was appointed by Podgorica Mayor Olivera Injac after she dismissed Goran Jankovic in October last year. This was communicated to CdM by the Ministry of Public Administration. CdM asked the mayor if she would act on the decision of the administrative inspection, dismiss Blecic and return Jankovic to the post of commander of the Capital City Protection and Rescue Service. Answers from the mayor had not arrived by the time this text was published.
Blecic does not meet the requirements prescribed by law for working in that position, given that he does not have five years of work experience in protection and rescue operations.
Namely, he has five years of work experience, but in administrative and legal work with the status of a volunteer for the needs of the Orthodox Metropolitanate of Montenegro and the Littoral – Church Municipality of Podgorica, where he volunteered at the Temple of the Resurrection of Christ in Podgorica for five years, which are not protection and rescue jobs.
In the meantime, the Appeals Commission of the Government of Montenegro, as a second-instance body, annulled Mayor Injac’s decision by which Goran Jankovic was dismissed in October last year.
Jankovic complained that Injac did not inform him about his shortcomings in work, which she was obliged to do, but only informed him about it on 18 October 2023, when he was handed the decision on his dismissal.
The Commission further points out that the commander performed his duty fully in accordance with the law and the procedures of the Service, and that there was no material evidence to the contrary, nor were proceedings conducted.
The Commission states that the first-instance authority committed a violation of the administrative procedure.
It is further added that by relating the legal provisions to the established factual situation, and since the first-instance authority did not submit any material evidence to support the given reasons for the dismissal, the Commission points out that it is unable to assess the legality of the challenged decision, especially in light of the fact that the reasons for which Jankovic was dismissed are disputed in the appeal.
According to CdM’s information, Goran Jankovic was served with this decision on the appeal two days ago, which should officially reinstate him to the position of Commander of the Service.
However, as CdM learns, Blecic does not allow Jankovic to take over the post, even though he is in that position illegally, according to the findings of the administrative inspector.
