Next week, the Democratic Party of Socialists (DPS) will decide whether it’ll take part in the census, said its Acting Leader, Danijel Zivkovic, assessing that it’s not realistic to expect that the opposition requests could be met by 30 November, when they the start of the census.
In an interview with the MINA news agency, he reiterates that the DPS won’t take part in the census unless the requirements denoted in the agreement are met.
“Based on the information from the field, I’m not sure we’ll have enough census takers in certain municipalities”.
The census commissions now have representatives of the opposition and the council of the minority nations, but, as he notes, there’s a need to establish a board in the Parliament of Montenegro which would monitor the entire process.
“The Census Law has to be amended, after that we need a technical solution for setting up the software so that citizens can use it to see how they were registered in the database,” Mr Zivkovic says.
It’s not easy to do all this and it’s not realistic to expect that the tender documentation would be prepared until 30 November.
“It’s important to meet all the requirements. This is all about it. I mean, based on the previous experience, it won’t be possible to do it until 30 November”.
According to him, if the government starts carrying out the census without meeting the requirements before that, the trust in the process won’t exist.
They, as he adds, insisted that the law shouldn’t specify the exact date of the census because they’re not sure whether their requirements can be fully fulfilled until that date.
