The Government has submitted to Parliament a draft Law on Amendments to the Law on Roads introducing electronic toll collection, Intelligent Transport Systems (ITS), and stricter safety measures on state roads. The proposal is aligned with EU directives and aims to improve road safety, ensure interoperability with EU systems, and enhance traffic management.
The law defines responsibilities for coordinating and implementing ITS, including data collection, application standardisation, and ensuring system continuity and cross-border interoperability. It emphasises efficiency, cost optimisation, equal access for all road users, and technological security.
It also introduces a detailed framework for electronic toll collection using satellite positioning, mobile communications, and microwave technology, with strict data protection provisions. Additional measures focus on road risk mapping, identifying high-risk “black spots,” and conducting regular safety inspections to reduce traffic accidents.
New tolling criteria will take into account infrastructure use, congestion, and external costs such as CO₂ emissions and noise. Stricter penalties are envisaged, with fines ranging from €2,000 to €10,000 for legal entities and up to €6,000 for responsible individuals and entrepreneurs who fail to comply with maintenance, safety, and access regulations.
The Government has proposed the law under an urgent procedure to meet the requirements for closing Chapter 14 – Transport Policy in EU accession negotiations.
